I’m shocked -but not surprised- by Redevelopment Agency investigation

It seems like just yesterday when I was a Councilwoman investigating a seemingly innocuous Redevelopment proposal (Day Street townhouses)…because I sensed a larger plan in the works that was not in our city’s best interests. This time, I was an observer. I witnessed the first Planning Committee meeting when Executive Director Tim Sheehan explained how the Norwalk Redevelopment Agency (a quasi-public agency) no longer had any employees; everybody we thought was an employee is now paid by the newly formed Norwalk Economic Development Corporation, Redevelopment’s subsidiary 501(c)(3). Yes, that’s right. Four million dollars was moved from the “public face” of the agency (i.e. the one that gets a suite of offices in Norwalk City Hall and accepts public funds) to a subsidiary non-profit…that pays its boss. I’m pleased my former colleagues -from both parties- are pursuing this investigation:
